Did you buy the seeds from him, or more likely a seedbank?

Now, the forums aren't really too good for this issue. I suggest you email the address you bought the seeds from, and ask them.

Understand that seeds are illegal in the US, and that the mail there may have picked them up. There's always something that could have got mixed up.

I'd say be patient.

Are seeds legal where you are? If not, that could be a mitigating circumstance in your failure to receive them.
