Why are the buds deformed in the center of the plant and normal around the outside of the same plant,,,

Mutations happen. She looks healthy...keep on keeping on
It’s healthy, I have just never seen one mutate like that where the buds don’t form...

You aren't seeing any white dots on the leaves are you? That last picture vaguely reminds me of mites the way the leaves curl. And your pictures are rotated because of the rotation metadata. You took the picture "vertically" with your phone up and down, so it rotates them when viewed on a monitor, which is viewed horizontally. The easiest way is to hold the phone horizontally to take horizontal pictures, but there should be tons of apps to remove metadata from the picture, or open it in another editor and edit it slightly then when saved it will remove the metadata.
No bugs just the curled leaved in the center of the plant, and buds not forming. Thanks for the info on the pics...
