Generally I repot the plants in the final pot (11L for me) at the growth end and i switch to 12/12.
It is not necessary to wait unless you want a little more growth.
Sometimes I repot in 11L during the growth if the plant needs it (signs of carrences in spite of an appropriate amendment).
I start in 0.5L, after 3L, then 6L to finish in 11L.

Root coming out of soil, 25L pot and still not enough space.
Top layer is very compact, fibrous
