It's a pure screen of smoke to suggest that Harper and Trudeau are significantly different, m'well as far as pro-cannabic consumers are concerned anyway. Trudeau continued Extradition for Life Sentences and even added HOMICIDE by POLICE, for example. Recently i was reading some ~45 news "crimes" have been added so far, etc. Everything the Liberals have done is just as socio-toxic as what Harper's gang could have done before. The difference being TrudeauMania setting Canuck fate on planet Itnoc. Here's one of those VILIFICATION "specialist"/"expert" elites we practically never heard about, by the way. She worked in the background under Harper and yet was sent to organize UNGASS 2016 under Trudeau - Go figure! - and only a few weeks before Bony Jean-Pierre was KILLED by SPVM-GTi agent Christian Gilbert of Montréal's para-military POLICE, over 8 oz not even gathered from the dead victim. The source is Will Stewart of Navigator: BRIEF: C45 Timeline Prepared For: Cannabis Industry Prepared By: Will Stewart February 15, 2018 C-45 Senate Progress Update Executive Summary This afternoon, Senate Government Representative Peter Harder announced a deal (https://twitter.com/SenHarder/status/964245270010642432) with Senate leaders that aims to set aside concerns about obstruction of Bill C-45 (The Cannabis Act). The newly agreed-upon timeline commits the Senate to a predictable schedule that attempts to provide stability for stakeholders, governments, businesses, law enforcement agencies and other Canadians. The timeline proposed is: • Deadline for Second Reading Vote: March 22; • Five Committees to Produce Reports about the Bill by: May 29; and • Deadline for Third Reading Vote: on or before June 7. Ultimately, this timeline may still not allow for the government to meet its July legalization deadline, as it includes a limited buffer between Royal Assent and necessary implementation work. Canada’s Health Minister Ginette Petipas Taylor previously told members of the Red Chamber that it will take 8 to 12 weeks to get the retail system up and running after the legislation receives royal assent. The deal also establishes committees that will study the bill: • The Social Affairs, Science and Technology Committee; • The Aboriginal Peoples Committee; • The Legal and Constitutional Affairs Committee; • The National Security and Defence Committee; and • The Foreign Affairs and International Trade Committee. This deal is not what the government was hoping for, however, its stability may help it save face politically. The impact that this will have on cannabis stock remains to be seen. ? Background C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts, moved from the House of Commons to the Senate for review on November 28, 2018. The Senate, newly dominated by members of the Independent Senators’ Group (ISG), is conflicted over the content of the bill and moreover the process to review the bill under. There have been a range of proposals by Senators on processes that would allow the bill to be thoroughly reviewed, while still passing on time, including a notable one by Senate Government Representative Peter Harder and a complementary framework by C-45 sponsor Tony Dean. The majority Liberal government in the House of Commons made a commitment to pass the Cannabis Act by July 2018. It’s important to note that the House of Commons and Senate usually rises in mid-June. Harder has previously threatened “time allocation” to force votes on this by timelines as soon as March 1, 2018. Health Minister Ginette Petitpas Taylor indicated that was not something she encouraged, as it did not align with the government’s vision for the Independent Senate. As chief advocate for the bill, it’s worth looking at how he expected to advance this. The Conservative caucus in the Senate initially sent signals they would follow Conservative Leader Andrew Scheer’s message to use “all democratic tools” available to “block” the bill. Conservative Senate Leader Larry Smith then came out to say that his senators would not be “obstructionist.” At this stage, the Conservative strategy seems to involve questioning why the government is rushing this along, whether the government can guarantee tax havens will not funnel organized crime money as investments into the new legal structure, and whether the provinces have the tools they need to enforce the new framework. They are expected to oppose this bill when it comes to a vote, although it remains to be seen if they will have the procedural wherewithal to delay or stall it – despite this newly minted deal. The ISG Senators are split. Each Senator seems to have a specific concern about the legislation, whether it be the legal age, the capacity of provinces, lack of education, the resiliency of the illicit market and several other issues. However, when push comes to shove, most ISG Senators have sent signals that they would pass the legislation as it is, as an incremental step towards having a regulated and legalized framework in place that is an improvement on the status quo. The Senate Liberals, who were removed from the federal Liberal caucus fold several years ago by now-Prime Minister Justin Trudeau, have taken a stance in favour of the legislation, although with some caveats. They are likely to propose amendments, such as allowing for edibles to be regulated at an earlier stage or more stringent background checks for serious cannabis investors. They are least likely to obstruct the legislation from the Trudeau government’s July commitment. The regulatory aspects remain to be finalized and may contain some of the trickiest outstanding issues to resolve. While the celebrations over Senator Government Representative Peter Harder’s deal continue, many of his ISG colleagues will turn to their Facilitator, ISG Senator Yuen Pau Woo, and their Deputy Facilitator, ISG Senator Raymonde Saint-Germain, for cues on what to do next. While the caucus does not coordinate, they have proven to be two influential voices. Senator Tony Dean, C-45’s sponsor, has lauded Harder’s handling of the timeline deal.
