the FDA is one of the most impotent of all Federal administrations - in terms of representing the General Public.

the FDA ONLY represents special interests.

retired FDA director Murray Waxler MD pretty much proved that when he retired and started a website, his public testimony being that the FDA was completely misled by the American biotech industry during his tenure, approx. 2000 to 2015.

so yes, 99% of the time, the FDA will be ruling in favor of big pharma.
