Some of those beans are still viable.
The IBLs anyway
Try that trick with the Chemdog x Sour Diesel... they're mostly all dead it seems.

Just thought I might throw out my experience.

I bought a bunch of Rez as the drops happened, then stored them in the fridge if used that year, or freezer for long term. Put in dime bags with cotton, then sealed in Mylar bags.

This year I popped a pack of Killer Queen and Sour Queen, and I had great germ rates. Can't think of the % off the top of my head, but 80+% for sure.

I would def scuff these old beans.
I just recently got 6 of 8 old JLP MJ f2's to pop and break the soil.
Scuffed them then soaked them in kelp with a few drops of super thrive added to the mix for 24hrs before I dropped them in Promix BX that I dampened with the same solution. Put them in the dome and sat it on the heating mat. Took 8 days but they shot up. These beans were at least 11 years old.
If they are dead they are dead but, I was always under the impression that they store everything at SeedBou/Bay really well in refrigeration.
So, I would think if you scored one of these 100 packs and kept at it you would get at least a small percentage to pop. Just my 2 cents

Stop -worrying- about germ rates and figure out what your germ rates are.
Out of 100 seeds?

you'll be PUMPED to get 10 females. Because its really good smoke.
But, chances are youll do better than that. Even with older stock.

One thing is for sure:
If you dont pop ANY youre guaranteed a 0% germ rate.
