Easy reason being the cheap rent... And the landlords taking no refs and just cash...

But hows does that Effect the "Apparently Detected" Smell ?

Well of course the town or cost of rent doesn't really effect smell. BUT, the cheap rent will make people who have done one or two small runs have an idea to fill up a house or factory unit. And not put proper size extraction and filters in place.

Gangs get people in debt then make them do grows to pay it off they don't care wether there caught as long as they get some in. Every small town now has sellers from there some sent as punishment.
