NV Legislature Will Not Pass Legalization

The Nevada legislature will not pass legalization of marijuana by refusing to hold a vote on the public backed petition by this Fridays deadline.
They've kicked the can down the road to be on the 2016 ballot. If it passes with more than 50% of the vote it will then go to the 2018 ballot where it must pass again by more than 50% of the vote in order to become law. A public initiative must be voted on twice in two consecutive voting periods and passed both times to become law. If it passes the first vote but fails the second two years later it gets tossed out and the process must start all over again.

CARSON CITY, Nev. (AP) — Legislative leaders are indicating that two initiative petitions seeking to extend firearm purchase background checks and legalizing recreational marijuana will go to the ballot in 2016.
Republican Majority Leader Paul Anderson said the petitions wouldn't receive a vote by Friday, which marks the 40-day constitutional deadline for voter petitions. The two measures would then go to the ballot in 2016.
Initiative Petition 1 would legalize possession of up to one ounce of marijuana, and Initiative Petition 2 would require background checks on certain firearm purchases. Both measures met the required petition signing numbers in December.
An Assembly committee passed the two petitions out on Monday without a recommendation, and Republican leaders in the Assembly decided not to hold a vote on the measures before the deadline.
