I would put the temps at around 70 degrees. I think I read that you have organic this run, is that correct? If so the reason I say 70 degrees is that MicrobeMan says that a temp of 65-72 degrees is optimum for the bacteria and fungi to be happy in a good compost tea so it stands to reason that the same temps would be ideal for your soil too. I could be wrong though, hopefully somebody smarter than I will step up and help ya.

How close are they to the pots ?
I would say 20 celcius and see what your night temps go down to and adjust accordingly My night time ambient is 20 in the flower room and too cold in mom room 16ish also depends where that stat is put |

I would say just plug them tubes in and leave. Wouldn't bother with the thermostat to be honest. You'll prob find they will always be on. I leave mine on constant. They are only 180w so they literally just keep things warm... And so long as they are not touching the pots, you can get them pretty close.
