that means you "overused" the vote thread option so you should countinue voting another day. probably meant to block people that might want to abuse the function. it's same for voting posts or spreading reputation.
I consider the limit is set high enaugh for most of us, and most of the time it's good for me, but I happen to spread too much rep. or vote on too many posts when browing a lot in a single day and finding too many nice threads and posts. I take as a sign to light another joint most of the times.

i cant see any reason how you could do harm with abusing such a function.
not sure what "my" limit was, but i guess not far further then 10 or so.
