A few things that surprise me. One is how high the lights are.. 2nd is how he has them in 5 gallon containers.. and everything is 10ft in the air.

It looks like a commercial hydro tomato grow operation tweaked to mj. It must be in Amsterdam or some 'other' country then the US.
