Preflowers

When growing from seed, would it be safe to assume the quickest to preflower would be the quickest to flower and finish? Same could be said about a plant that's hasn't preflowered...

I've been working from seed more and more lately. I have a strain I've worked with for over 20 years that finishes outdoors in NorCal by Sept. 1st. I've crossed it with most everything I've worked with from clone(Trainwreck, OG Kush, Sour Diesel, Green Crack and a few others) and now pretty much everything pre-flowers in the veg room under 18/6 by the 6th or 7th node, and the crosses I've made with it are finishing more quickly than their clone mothers did.
