Choosing a midwestern state to grow in.

If you had to make a 4k watt indoor grow in either Indiana, Ohio, or Kentucky; which state would you choose and why? I have looked over the state laws given by NORML, and looks like such a grow would be a felony in any state. I think such a decision might come down to how likely a given state is to punish an offender to the full extent of the law. It might also come down to finding certain counties that have a record of leniency on marijuana related crime. I have little knowledge of how to find such information, so I'm mainly looking for help in finding it. I'd love to hear what you have to say. I was thinking I could be safe and grow 4 massive trees in Kentucky, but I'm not sure that would be worth my while as consistent yield would likely prove difficult.

After looking at NORML

Kentucky:
Less than 5 plants (first offense) misdemeanor 1 year $500
Less than 5 plants (subsequent offense) felony 1 - 5 years $1,000 - $10,000
5 plants or more (first offense) felony 1 - 5 years $1,000 - $10,000
5 plants or more (subsequent offense) felony 5 - 10 years $1,000 - $10,000

Ohio:
Less than 100 g minor misdemeanor** none $150
100 g to 200 g misdemeanor of 4th degree not more than thirty days and/or fine $250
201 g to 999 g 5th degree felony Up to 12 months in prison $2,500
1000 g to 4999 g 3rd degree felony 1 - 5 years and/or fine $5,000-$10,000
5000 g to 19,999 g 3rd degree felony 1 - 5 years and/or fine $5,000-$10,000
20,000 g to 40,000 g 2nd degree felony mandatory prison term of 5-8 years $7,500-$15,000
40,000 g or more 2nd degree felony mandatory prison term of 8 years. $10,000-$20,000
*For cultivation the entire plant is weighed, including the stem of the plant, the root system, as well as the leaves and flowers
**A minor misdemeanor does not create a criminal record in Ohio
A driver’s license suspension of from six months to five years is mandatory for any drug conviction in Ohio.

Indiana:
30 g or less misdemeanor 1 year $5,000
30 g to 10 lbs felony
6 months - 3 years
$10,000
10 lbs or more felony
2 - 8 years
$10,000
Sale within 1,000 feet of school, or other specified areas felony 2 - 8 years $10,000
Sale to minor felony 6 months - 3 years $10,000

From what I've read, Indiana would be the worst of the 3.

I would guess the best would be Kentucky.

With most counties suffering from budget decreases, they mainly just want your money these days.

Why not Michigan? There medical scene is not what is used to be, but its still a lot better then Ky, Oh or IL.

I guess the idea of being listed as a patient/caregiver scares me. Federal penalties are much nastier than state penalties.

the feds aren't going to waste their time with a 4kw grow, there are probably thousands of 4kw grows in MI. And many larger than that.

Yea, I'm sure you're right. The second issue is moving away from the fam. The options are to be safe in MI where I don't know anybody or stay put and be illegal.

If you're medical in MI, are you subject to state cops knowing you're medical being able to get a warrant because of this? I would like to think they don't know who is and who isn't a patient/caregiver and therefore have to obtain a warrant based on other means, but I wouldn't know. I ask because it would likely prove difficult to be at 2.5 oz of "usable" weed especially since most cops wouldn't know what is and isn't usable. It would be easy to have more than 2.5 oz drying at one time (or 15 oz if you were a patient and a caregiver for 5 others).

no, the current law has the database as confidential though the state police & ag are lobbying strongly to create one they can have instant access too. but, they do have a number to call to verify the status of a card, should they wish... it's just not instant access & they must first obtain the card/patient number from the person first. things are changing, so it's not that rosey here, but at least it is something.

also the ag has it currently under opinion that they can confiscate u'r 'legal' meds & despite verifying u'r status as legit, they don't have to store or keep or return u'r meds. it's getting a bit hostile up here. but yeah, the michigan lb is 15.
