African...electric, racy, fast onset.
Colombian...similar to african less racy?
Mexican...creeper, waves, happy high.
or other..?

A 14-16 wk, spear cola, sativa plant that actually finishes, not an eternal flower pheno of mango haze. Phillthy had one in his thread some where that fits the description to a "t". Select the musty, overly sweet fruit (apricot / mango), barely inscense types. Be the direction I'd go in trying to reproduce that "blockhead" type plant stucture/smell...

Hawaiian Sativa

I think Mr Greengenes "Cherry Bomb" strain would be an excellent place to start towards greatness as it's a true IBL I believe just like the Swt #4 IBL and it is reported to have roots going back to the original Maui Wowie genetics of decades ago and have a great aroma & high. He does releases seeds of it here and there on the bay infrequently and I know several people here on the forum have some experience with the strain so some research on it is highly recommended!

I'm willing to guess that with a little effort some cuts or seeds of it could be located also and it might not hurt to drop him a PM about it if that is a route you find tantalizing

I DO like the Mango Haze suggestion as well, provided you could find a female that did not take forever to flower. Keep in mind the Swt #4 male is going to bring flowering times way down though and in my own testing of a similiar nature with my "Tropical Tooth" F1 cross between Swt #4 and Hawaiian Snow the offspring even preflowered quite early which is nearly unheard of for such a long flowering tropical sativa but with the infusion of the early and sometimes even semi-auto genes from the Swt which come by way of the SPG clone mother you are bound to be able to bring down flowering times to very manageable timeframes while still holding onto the big yields and magical uplifting Sativa buzzes.

The Swt #4 itself has a very motivating and uplifting buzz in many phenos to begin with despite being a large % Indica it certainly can bring on an energetic & creative buzz from many individuals and there were very Sativa leaning mothers (and males) used in the original IBL generation packs.

I just bumped the Mr G's Cherry Bomb thread you posted some CB female veg pics in a few months ago, so your gear is from Mr Greengenes stock? I hope so!

I'm thinking a cross of these two strains could be truly epic indeed. Using multiple females would be your best bet as well since that will keep the options wide open down the line with future selections.
