I have a friend whom has family in greece and is curious about receiving seeds in the mail from outside greece. What happens if athorities encounter mail with cannabis seeds? Are people harrased or punished if cannabis seeds sent to them are discovered by officials? I am under the impression that the seeds are illegal but to what extent, are they treated as herbal cannabis under greek law or differently?

No,cannabis seeds are legal in Hellas(Greece is wrong name,mate...).In fact you can buy as many...kilos as you like..( as bird food...).
BUT..
If they will discover a small amount in seeds in mail...
The authorities are going to investigate it for sure..
They are pretty well informed about Indoor growing...
If they knock your door and you already have a grow in progress...
Then you will be in big trouble....

I am not sure how the authorities would act in Hellas. As far as I know, simply ordering cannabis seeds does not give authorities a search warrant.

However, why don't you use a proxy? If you have a friend who has nothing incriminating at their place, just ask them if they can have it shipped there. It is never a good idea to order seeds where you grow them, or have cannabis.
