I may be visiting Amsterdam is ther a certain time of the year to visit.

the streets and sidewalks must be absolutely retarded/dangerous in winter. So don't go in winter. Fall - cold and damp and crappy. I'd say summer but it'll be packed. Go to London instead and make a stop for supplies in AMsterdam with the ferry.
Amsterdam is a rip-off and the weed is not the best. It's like paying $20 for a gram of nugz. Shit, I can do that down the street. After the aura of the openness about weed subsides Amsterdam starts to seem really really boring/lame/pricey/not your particular style
Just use the money to go somewhere warm and cheap where $20 will get you a couple of freshly dried colas not a bowl of frankenstein ammonia ridden harsh amsterdam shit

Do your research and know which cafes to hit because a lot of them sell commercial "meh" type weed. Or so I hear.

Depends on what you want... if you like crowds then go july/august. If you want to hang with fellow smokers then go to the cup in nov. Now if you want to really party, then plan to be there around april 30 (queens day, a friday this year).

As for me i found the best time to go is mid may to mid june and mid september to mid october. The weather is usually great, less crowds, cheaper air fare and hotel costs.
