Is it okay to put the Bluestreak into a bigger pot of the promix potting soil for the bluestreak after the seedling is ready to move to the bigger pot?

And should I spike the water with higher phosphate fertilizer to help with the flowering (assuming that it doesn't need the nitrogen fert because the veg and flowering stage are accelerated)?

Yes, promix is fine. Autoflowers need nitrogen just the same as any other plant. Give them a high Nitrogen fert. until flowering is in full swing then switch to a flower fert.
