For that space with the standard 50wpsf you need 3k of lights (46.87 wpsf)
I doubt you would see the 400 grams per meter with those floros. Not knocking floros but they can compete with HPS. You might want to think about rewiring in a 240 volt power to that room. You would get more watts per amps due to higher more efficent voltage.

I would go with 2 600w HPS or 3 400w MH for vegging. Now I run T5s for my vegging but I don't go with such a large setup. Mines only 2x2 but your talking like 50+ seedlings. To get the that much space covered with so many plants your going to need higher output bulbs. Like I said if you could rewire to 240 you would be able to bump the wattage way up with the same amps being pulled. If you could draw out how you plan to setup the tent with trays and lights that might help with figuring out how to help you out.
