Mix well and test ph (tap water, soil + water solution). What is a good soil or runoff water pH to look for?

Water shows a pH of 8.8-8.9 and no blip on EC meaning less than 0.4. Soaking a jar of this mix overnight the strained water reads pH 6.8 and EC 2.4. Sound ok?
