If you'd harvest well before maturity, all cannabinoids would be lower.
You could also plant some low THC variety to begin with
Depending on the country you're living in and the reasons for your plantation, it may not just be the 0.3% THC which counts and growing a non-registered variety might be illegal no matter what the THC % say.
There might be some (agro-)chemicals resulting, as a side effect, in lower cannabinoid content but said chemicals are likely neither approved for the use on hemp nor for the purpose of lowering cannabinoid production. Toxicity will also depend on the residue remaining in the final produce. You could apply too much nitrogen which keeps the plant in growing mode and results in later and lesser flower production. It would fulfil your requirement but at a cost you may not be willing to pay.
Why exactly are you asking?
