Washington State: Upcoming legislation

Hey Everyone,

I started trying to find all of the upcoming bills that my affect us. I found some info searching the Legislature site:

SB 5003 Hatfield & Rivers - Raise 3 exise taxes from 25% to 26%.
HB 1020 Appleton - Retains 15 plant 24 oz limits. Affirms current collective gardens? Adds reciprocity for patients from other states. Lays out regulation for producers and dispensaries.
SB 5017 Honeford - Dictates that anything marijuana related is not considered "Agriculture".
SB 5002 Rivers - Marijuana "open container" law.

Then I found the following on another site:

Man now that is activism at its finest!.....A+....Good job bro!
Senators and Reps very nice, make it easy for us lazy folks.
I am not a resident, but I know getting in the right ear can go far!

This is weird though!
Dictates that anything marijuana related is not considered "Agriculture".
So what is it then?

Shag

Shaggy, it's 'industrial' rather than 'agricultural.' In doing so WA disallows the tax breaks to Cannabis growers that are allowed for tomato growers; this was also on the ballet in WA a few months back, as a repeal of the current tax rule disallowing the tax break, and it failed.

Here's the ballet initiative that failed to repeal the tax:
http://ballotpedia.org/Washington_Elimination_of_Agricultural_Tax_Preferences_for_Marijuana,_Advisory_Vote_No._8_(2014)

This means about 2.5 million dollars are paid in taxes per year (about $25 million over 10 years) that otherwise would not be required of tomato growers.

Oh Washington... We should have just followed Colorado's model in the first place.
I blame the vast majority of the problems in WA on BOTEC Analysis Corporation, and their faulty questionable white papers WA used to create its current monstrosity.

anyone can check the house of judiciary schedule online and show up at any meeting to sign up and speak to the house. this works much better than writing or calling to let them know how you feel. I'm going to try and make it. I just heard about it the other day and last I checked was at the close of session last month.

Reining in medical marijuana will be a top priority when the legislative session begins in Olympia next month.
They want more tax money...big surprise there!

Look out home growers!

the news said they're voting within the next few days. i will check the schedule soon as i can get time. stoner always procrastinating.

Medical (like home growing, collective growing, and dispensaries) are already illegal in WA. That happened some months back after a judge ruled them not valid. Though on the ground nothing has changed, everything is still the same and cops aren't busting people, even though legally they can if they wanted to do so.

So right now for medical it's only legal to imbibe in WA. Crazy, huh?

Last legislative session medical was going to be made legal again, but some Republican on the east side of the state wanted to add a big tax, and some Democrats near Seattle said 'hell no,' so the legislation died on the vine in 2014.

Supposedly WA legislature is going to take up the medical issues again in 2015, and WA's LCB is also revamping rules for medical. What is likely to happen is by 2016 all medical as we know it know is gone, except possibly home growing; at that time medical will be sold through recreational stores, kind of like what happens in CO at some retail shops.

I personally attended many of the LCB's public meetings all throughout late 2013 and 2014, I spoke with them many times in person, and by email to help shape the current I-502 rules. While the people at the LCB I think do have the best of intentions, WA legislator and state AG really threw many wrenches into the processes.

they shut down all the collectives in Tacoma effective the beginning of the month. the state left it up to the cities individually to decide if they will allow it so Tacoma decided to shut it down and the news even said it was due to competition with the legal pot. i suspect soon the other cities will follow. things are changing from what I've seen on the news channels.

Interesting!
Sounds a bit confusing.
But:
You seem to have a good handle on things.
OR. sounds way better than this....Look out CO.
Best of luck JamesFarmer, ladyluckybean, Beta and the rest!
Looks like some work is still to be done in WA.

You see it clearly I think, they will push you into legal cannabis for more tax $$$$$.
And you can't grow your own so you have to get it where?
This is exactly why legalization scares me.
To me this is not legalization.
I will keep my opinion of what I think it really is to myself.

The collective gardens only? I haven't heard of any raids.

I live not far from Tacoma, and one of the dispensaries I often visit has a shop in Tacoma, but they haven't said they were forced to shut down recently (though they don't grow). I'll inquire when I visit tomorrow.

It's odd to me that Tacoma would be the first local gov. to do so, rather than say, the city of Kent. Considering Tacoma has always been a 'green' city in terms of Cannabis (vs. death valleys like Kent).

Also, what the heck is up with WA's term "access points" rather than "dispensary." That one has always bothered me. But at least it's par for the course for WA State, where they try to do things 'their way' and always end up screwing up by doing so.

I'll be very happy the day I put WA in my rear view mirror for good.

^ Regarding the rear view mirror sentiment . . .

. . . not sure the state is really thinking of the consequences of them screwing over the medical community and the people that really depend on this as medicine, am seriously considering a move myself, and already seen people up and gone and others saying they will if they sacrifice medical for recreation.

If the weather keeps holding out, I will still be happy. I think it is going to be an awesome outdoor season for us.

As for the greedy ass political money 'machine' that will not die... then no, not happy about that. But it was the expected outcome. I wonder if the new "law" will actually change the way anyone operates?

Are you happy in WA. these days?
Shag

No. I despise big govt, I despise big govt takeover of cannabis and despise the state of WA pretty much destroying MMJ. To cut the limits from 24 ounces of weed down to 1 ounce will obviously make criminals out of all MMJ growers. California pay attention!

And everyone needs to help get the signatures for the initiative to override these greedy politicians!
