the option will show up when you are able to change it....its a time thing and post count.

i heard it was 50, then 75, but after 52 posts I got the option field at the bottom of the avatar screen-

Hi , I think you need to have 50 posts first, and also have been a member for more than 7 days.
Or you could subscribe.

Bucket's right. You need 50 posts and 7 days on the forum to be allowed to use a custom (i.e., your own uploaded) avatar. This link will explain it all-
