New Jersey - Best Opportunity For The Little Guy Grower?

Looks like New Jersey approved a change to its CONSTITUTION that expressly allows anyone over the age of 21 to grow, possess, transport, sell, etc. cannabis under the regulation of the Cannabis Control Board effective on January 1, 2021.

It will probably take well into next year for a regulatory scheme of licensing, etc. to be implemented by New Jersey's legislature.

So, doesn't that mean an enterprising "little guy" would be able to set up shop in NJ to produce and sell cannabis after January 1, 2021, but before all the regulations come into effect without fear of state prosecution?

That would allow the "little guy" to keep his/her expenses to the level of a normal farmer, rather than the much higher expense he/she would encounter in a state that has a regulatory scheme already in place - at least at the beginning.

All the while, the "little guy" farmer can start making money to stockpile for the inevitable government licensing fees while solidifying his/her business. The farmer may benefit from immediately giving local law enforcement a "heads up" about what he/she proposes to do. With no power to arrest after 1/1/21, LE will probably much appreciate the heads up and that resulting relationship may help the little guy farmer create a track record that will garner some LE support for his/her later application for licensing.

Anyone else looking at the opportunity NJ just provided small scale cannabis farmers?
