Back in the 60's Texas was handing decades of time in prison for the same amount of weed.
This is nothing more than some shithead federal employee seeing an oportunity to make a big name bust & score points.

California has a shit ton of cows as well

for miles and miles around their capital that is all you can smell, cow shit
