Light for vegetating vs light flowering

I wonder if most growers use the same watt for vegetation as for flowering, for instance, if I flower with 250 watt, do you recommend to vegetate with 250 also or that 150 would be fine? Are there any rules to follow? Thanks in advance

I do what I can to keep the watts per square foot the same. This way you can easily move a plant under a 150w to being under a 250w without stressing. It's the same light density, regardless of the light wattage you're using.

I use 50w to 55w of HID lighting per square foot.
