What effects do heavy clouds have on the spectrum of sunlight?

Does anybody try to mimic these changes to encourage senescence?

General answer: it doesn't. Or at least not significantly enough to trigger any changes.
Senescence comes with age naturally and is helped with lowering temperatures.
