I would get a shelf of 3 or 4 8 bulb t5 lights for early on and then a vertically mounted 315 reflector for every 25ft2 of veg. The quantum boards are nice, I run several, but they don’t cover the same ft2 per watt. For flower I like the boss de reflectors and 5k btu of ac for each one. How many lights and what size room are you considering?

Look into a good MH bulb/ballast/reflector setup for veg. If you plan on having a steady flow of cuttings it wouldn't be a bad idea to supplement it or them with a t5.

The 315's Itsmychoice mentioned are great as well but if you're going to be flowering under DE's then you might want to go with a regular 1kw MH. Reason being - the DE's (especially without proper ceiling space) are extremely powerful and will (in my experience) stress out plants that aren't already used to handling that amount of light. They'll drink exponentially more and if your feeding regiment isn't in line then they will start to yellow out and show deficiencies fairly quickly. Vegging under a 1kw will help to mitigate that.
