My plants won't go into bloom

So I have this problem with my second grow, they won't go into bloom.

My first grow went perfectly and for this grow I use the exact same setup but they won't start blooming.
Started the 12/12h cycle about 2 weeks ago but they still only look like they are in "prebloom" phase

Any help appreciated.

Pics would be good.. Are you not seeing signs of flowering heads?

The plants may not have been mature enough: as in not enough days from seed before switching to 12 12

Are you sure your timer is working? If the lights aren't turning off ...
