What is this foam leftovers for?

Hey ya'll, when I bought a cloner it had the leftover foam the inserts were cut out of. The guy at the shop said they all come like that. He didn't know why though. Do any of you know the purpose of this?

That anti vibration/sound dampening makes a little bit of sense, these pumps can be noisy.
