I can share some experience with you. I often use different photo and video editing services due to my work. It can be photoshop or old photo restoration software https://www.softorbits.net/ which is quite good work with old photos. Just download it free for your device. Such software helps to improve scanned photos by removing blemishes, touching them up, and restoring them. I used it during resotartion old photos from family archive
