Thanks for this reply, Frosty. This is what I needed to know. With absolutely no background with indoor growing, my $50 gamble on bargain basement lights might pay off after all.

Still and all, I hope that these cheap lights won't pose a fire hazard in my home. By looking for extremely low powered lights, I was hoping to minimize heating issues and the risk of fire.

One follow-up question I have, is how close to the soil surface these low powered lights will need to be positioned, for the best results from germination to the early seedling stage. Any further pointers that can be offered would be much appreciated.
