I has seen that before in a couple of my plants. I don't think it was shrinking so much as just the part above was growing faster. In any case in a few weeks the stem was pretty much the same diameter throughout.
In may case it wasn't fatal and didn't cause any issues. However it wouldn't hurt to follow the advice from others about over-watering and possibly that drying skin. From that one pic it doesn't look like it's affecting the plant.So it is not fatal you think ?

Pull off the brown skin that's on the stem.That is what is stopping that part of the stem from getting fatter
