How long between when my seed germinates to when it will sprout up through the soil and when do i start using fertilzers

Should pop out in a day or two. Don't use any ferts at all until it's got a few good size leaves, then start it at like 1/8th strength. Wait till it's a good foot tall before you use full strength.

Should I used distilled water
You can use distilled water if you like. I don't bother and my water is close to 300ppm (pretty hard). The minerals that make water hard are actually nutrients. People worry about chloramine in tap water, which is probably a more valid concern.
