Neg rep doesn;t show up there but you can see how many times someone (including yourself) has been neg repped by checking their (or your) profile.
So lets say they have maxed out their karma but have got "1000 good rated posts out of 100,000" or whatever, that'd mean they've given out good advice but probably mostly by chance ;-)
If you awarded a point each time a broken clock says the right time you just need enough time (or in this case posts) and eventually you can get high rep despite being wrong.
Apparently people agree with you ~2/3rds of the time which isn't at all bad when you've made so many posts

I could see being limited to say...
3 neg reps a day as a useful way to keep people
that are just plain negative under control...
I think you can +/- what 12 times a day ?... Something like that....
Im assuming the neg reps are limited at the
same amount as positive reps are...
Though I think it's really just that we call them neg/pos that bugs people...
Agree/Disagree might feel better but means the same thing...

we should really ask skip, but i was quite certain when he introduces the thumbs up/ down people had these same complaints and he said that you can only neg rep with the scales.

I didn't think you could actually reduce someone's reputation but you can lower their helpful:unhelpful ratio which is what I thought we were talking about, sorry if that wasn't what people meant.
