Cannabis has some 150 terpenes found so far, some are water soluble most are not.
Smell or taste the water used from making water hash and see what I mean.
Not all terpenes will be lost in water, but some are.
That is why water hash makers liked Citral long ago when folks started making water sift, it kept its terpenes better then most other varieties used to make water sift.
