There are some countries where its legal to sell seeds. There are others, like the U.S.,where its not. There's a reason customs confiscated seeds in the mail.

Well, yes it is, very illegal matter of fact.
Under FEDERAL LAW is isn't legal ANYWHERE in the US, period.
Some state have law's that make it somewhat legal under STATE LAW, but that doesn't effect FEDERAL LAW.
