Are flouresent tubes BAD?

Hi
I am growing Grapefruit in DWC. I have tryed to use 2 Flouresent light tubes( T8 18w), but the growth stopped. Then i went back to my 400w hps, and the growth exploded.

My problem is to high temp.( with the 400w). And since that i am only veggin at this time, i was hoping that some of you, could help me with flouresent light tubes, that are good for veggin.

most all are good for vegging but you are using 36 watts vs 400 watts
thats your issue not the tubes, more wattage=more growth
put 400 watts of those same tubes and I suspect the growth would "explode" as well.

Tubes CAN work,

Flouros need to be as close to the plant as possible without touching it or else you really notice the lack of power. If your 400 is "too hot" why not use a ducted shade or cool tube ?

Thanks to all of you. I guess i will get more fluroes, and see if i can get them in the blue spectrum.
