Need help understanding Humboldt County Industrial Hemp Ban

High,

I'm not the sharpest tack in the box when it comes to legal matters, so I was hoping that somebody could help me out. I'm a medical patient, not a cultivator.

I am having trouble finding the full text of the ban, but this:

is leading me to believe that I don't have to; I just want to try growing one or two high-CBD plants indoors (from a reputable seed bank) for personal medical use.

i think you would be ok to grow a high CBD plant. that is for industrialized hemp meaning on a large scale and hemp is different than the drug cannabis plant which can also have high cbd. if you're just a medical home grower, they will not be asking if it is hemp or drug cannabis. they will just count plants regardless. they just don't want open fields of hemp plants and honestly you shouldn't either because the hemp plants herm and the pollen makes seeds on the drug cannabis. can be a nuisance i've heard.
