yeah ive heard that too.. my skin has the opposite reaction, but some people may be sensitive to it.
i think the photo-toxicity thing is mostly with internal use -like when animals graze on it.

also a supplement of astaxanthin from marine algae is supposed to be remarkably sun protective

I'd think it would also paint your skin yellow...

I used to use one made from methyl anthranilate, which is the chemical that gives concord and some other grapes their distinctive flavor. It was good stuff- alcohol base which evaporated, and non greasy.
Used it at the beach, which is pretty much the only time I get sunburned, and it provided vey good protection.

I've always lived by that old attage, "everything in moderation". IMO that includes the sun as well. I limit my use of sun screen just cause a lot of them have perfumes that make me break out. I wear a wide brimmed hat and sit/work in the shade when out doors.
