i like your setup but if you can, try a window for your cold frame it lets in much more light with out diffusing it like translucent material does. this has worked very well for me in the past.

my budget soil mix

my plants will be started will MG organic plus perlite until they are about 6 inches to a foot tall.
then the mix will be:
25% worm castings
25% perlite
25% cow manure
25% topsoil
