Looks like springtails. They do no harm and actually eat decaying roots. Had them in hydro and would lift up the pots. the roots where all bright white and healthy.

Black flood are way easier to clean and don't have the tight spaces to get into. Takes about half the time. Botanical is really good quality just not necessary. Black ones are cheaper too

how long are magnetic ballasts supposed to last

i think 1 if mine is weak, only spot in the room that had smaller yeild. everything else was the same. i remember a thread about changing out the coil every so often but cant find it.
