I was reading a catalog and they had a selection of CFL lights for sale ranging from the small 8w/30w to the larger 32w/150w versions of the energy saving light bulbs.

Bulb: 8w/30w 700 lumen
Based on a 400 watt grow room, you would need 50 of these bulbs. They produce 35000 lumen and 1500 watts of light.

Efficiency:
87.5 lumen per 1 of watt electricity.
3.75 light watts per 1 watt of electricity

Bulb: 13w/60w 800 lumen
Based on a 403 watt grow room, you would need 31 of these bulbs. They produce 24800 lumen and 1860 watts of light.

Efficiency:
61.5 lumen per 1 of watt electricity.
2.6 light watts per 1 watt of electricity

Bulb: 23w/100w 1600 lumen
Based on a 414 watt grow room, you would need 18 of these bulbs. They produce 28800 lumen and 1800 watts of light.

Efficiency:
69.5 lumen per 1 of watt electricity.
4.3 light watts per 1 watt of electricity

Bulb: 32w/150w 2000 lumen

Bulb: 105w/500w 6900 lumen
Based on a 420 watt grow room, you would need 4 of these bulbs. They produce 27600 lumen and 2000 watts of light.

Efficiency:
65.7 lumen per 1 of watt electricity.
