Does it matter if I water the plants when their lights are on or not? Also, is it best to water them right as the cycle starts or just sometime inbetween?

In general the best time to water your garden is in the morning.

In the afternoon, water which is added to the soil may be lost as evaporation. Additionally,when the temperature rises above 85F, many plants will stop taking up water. The plantsclose their stomates to prevent excessive water loss. The closing of the stomates prevent water from being taken up from the soil. This mechanism can be easily seen in the garden. This is when the plants wilt during part of the day but recover later in the day when the temperatures cool. The water which is there can prevents the roots from taking up oxygen so water applied during day may not be used at all by the plants.

Watering at night can cause other problems. Disease problems are more likely to occur if the foliage remains wet during the cool hours of the night. Additionally, some pests such as slugs like the moist conditions which can result in plant damage.

Watering in the morning when the temperatures are cool allows the plant to uptake water at a rate higher than the plant loses through transpiration. Additionally, the excess water on the foliage is evaporated away during the hot hours of the day which helps prevent disease from
occuring.

An important exception is during periods of very hot weather. During this time, watering the plant in the morning and evening is recommended. The temperatures may stay above 85F during most of the day which prevents water from being taken up. The plant will actually stop growing during the day hours and put most of its growth on during the evening hours and overnight. Additionally, the rate of evaporation is so high that when the temperature does cool; there may not be enough water available for the plant to take up. Additionally, during the hottest parts of the day, an overhead sprinkling of the plants can be beneficial. The water acts similiar to air conditioning cooling the area around the plants which allows the stomates to stay open. Thus, watering at night can be a benefit
