That's not a very clear description of the equipment. If the ballast is digital, it doesn't have a user serviceable capacitor. If it's magnetic, it'll have 3 internal components- chunky transformer, ignitor, capacitor.

Eliminate the timer for troubleshooting purposes. It could just be that.

If it's digital, it could be anything. If it's magnetic, I'd suspect a bad bulb. New bulbs are inexpensive, and you'll need a new one in time. Try that first, see what happens. You need at least 1 known good component to troubleshoot.

Buzzed it sounds like the lamp has reached the end of its life cycle
The two little cans are the capacitor (two wires) and the ignitor or starter (three wires)
Be aware that the capacitor can hold a charge so be careful

The bulb can also be the problem in digital ballasts. Applesauce and vertigo0007 had the same problem a couple years a go. Quantum Ballast. New bulb fixed it.

been looking every where for my spare bulbs will find today i hope.if thats not it i'll check out insides. will post more tonight thankyou all. have a B.D. day, peace and God bless !!!

There's really no point in messing with it until you've tried a different lamp, other than curiosity.
