1000 watt hps distance from plants

was the 2'-3' distance good enough intensity to form big buds? i am experiencing droopy leaves 2 wks into flower when i move light closer than 32-36" to top of canopy using 1000w hps. did all work out well(buds form/get large) with the 2-3' distance?
