Totally incorrect assumptions. Read the law yourself. All cannabis is illegal to be grown in the US under Federal law. All "phytocannabinoids" from the cannabis plant are illegal to possess...that part of the law discusses cannabis sativa, which includes industrial hemp. And, finally, industrial hemp products, that are legal to import, specifically exclude extracts of the stalks, which includes CBD oil. Furthermore, don't confuse hemp seed oil, which is a nutritious & legal vegetable oil, with CBD oil that is often, and incorrectly, called "hemp oil".
Hemp oil has a lot of cbd in it. Its just a concentrated form.
