Hi,
No offence,but anything related to drugs is not legal in Israel and if you get caught dealing or growing there is a very big chance you end up in prison.
That doesent mean you will have problems to find it every where you go..
Israelis are friendly and it wont take long till someone will offer you something.
There is no street corners we can address you to.
In Tel-Aviv i can recommend to go to Geula beach,Klika of happiness(club),The cat and the dog(bar),Haminzar(bar)....
you will find there what you looking for...

if you want to but in the street, and have no connections, the best place is the africans in south tel-aviv
in some places they sell it open on the streets corners.
if you go to the corner of Solomon st. and neve-shanaan pedestrian street, you will probabaly see a black guy with a baseball hat. talk to him. if you don't see him, any other guy will do.

Israelis are indeed very friendly, but also very paranoid, so why give him false hope? you know very well no one is gonna offer him anything if they don't know him very well for a long time before they would even admit they smoke.
please guys, don't advice him to go try buy stuff in south tel aviv with the Sudanese... that's just irresponsible and dangerous to say the least... he may end up getting robbed or worst.
his best bet is to find a connection through family's friends he may have out here, if not, the chances are slim.

Chances are pretty high if you'll just ask a smoker outside of a club once you smell the weed being smoked.
Any club, especially one with a live show is highly likely to have smokers outside.
You could also try universities clubs.
You should know that people, especially dealers, in Israel are very paranoid as a lot of undercover cops are looking for weed on the streets.
The ones that aren't paranoid usually have very low quality weed.
You should ALWAYS take weed at the same time you give the money. If someones ask for the money to "go get the weed" you are very likely to get your money stolen.
Also, don't carry too much money on you as you put yourself in a situation that you are somewhat likely to get mugged in Tel Aviv.
A gram on the street these days should cost around 120 ILS and is pretty hard to find in the summer, even for connected locals.
I would not recommend the hash, which is pretty rare as well lately from what I have heard and you want to ask for the best weed you can buy and expect to pay up to 200 ILS a gram for a proper gram of weed. (a.k.a. tourist price)
DO NOT look to buy from non-locals \ arabs. You will NEVER get smoking-worthy weed and are way more likely to get mugged.
Also, NEVER carry a weapon and\ or other drugs when you'r on the lookout for a buy.

Israelis rely pretty heavily on connections with others in many fields - bureaucracy, career, drug marketing and many others. In my opinion your best shot is through connections with others. Most of the time, I bought drugs from a friend of a friend, not from a typical dealer. I don't hang in TLV much, so I'm not aware of the local drug market. Deaing light drugs on the street is a rare thing in other major cities.
Getting hash is easier in the southern part of the country, but it is highly unrecommended. The "regular" street hash in Israel is of inferior quality, in comparison to other countries I've visited. I actually stopped smoking it because it irritates my throat and causes me to cough black phlegm.. Who knows what these brown "fingers" contain besides cannabis...
Pretty much of the weed I see is medical marijuana that comes from patients selling their leftovers. Finding someone who is connected to such a patient (or the patient himself) is also a legit way to buy weed
In a nutshell, the best chance is to get it from someone you know. Keep in mind that the definition of "knowing" someone is different in Israel and the rest of the world - some friendly Israelis will "know" you after a short chat or sharing a joint...

I dont know when was your last time in 1 of those places i mentioned.
The cat and the dog,ppl are doing cocaine lines on the bar,trust me that after 2 am many doors are being opened to many things,not only for weed.
Geula beach,every other person is smoking weed there....if you socialize with ppl on the beach there is big chances you could fill free to ask them for connection.
Haminzar,i dont want to say too much but its a sure place to find a dealer,just need to get friendly with the employees.
Klika of happiness,no dealer but many smokers,2-4 times a week they have raves with many cool ppl.
i wont reccomend going to south of tel aviv,you can get robed or worse...
going to music live concerts are also a good idea but i believe it would be easier to get a connection in a club,bar or at the beach..

In 1991 I was in Netanya and had no luck to find something to smoke. In 1992 I was in Netanya again and took my own hash to Israel (10 Gramm, had it in the little trouser pocket on the right side on the flight). Holy G, smuggeling hash to Israel was very scarry. As the Holidays were over I throw the rest of my Piece out of the hotelwindow and it was landing on a pickup truck. Lol, hope the guy who found it enjoyed it. 
to be honest, I've never been to any of the places you mentioned, except for geula beach, was there once and that was about 3 years ago...
in my experience, scoring in Israel is pretty hard, even after being here for many years already and having many friends 'satlanim', heck, even for my friends who were born and raised here it is difficult to find herb; there is not a lot of herb being grown and there is just way too many people who want to buy and smoke, one of the reasons why the prices here are so ridiculously high.
I've been offered lsd and mdma TONS of times, even was offered dmt a few rare occasions, but NEVER herb, go figure. I've been invited to smoke a joint here and there, but never offered to buy some.
the problem is that there's too many smokers and not enough green to go around; so everyone get to growing so you can share with me!
as I cannot grow right now.peace
