thats called a "via feratta" and are mainly found in europe,generally considered to be "tourist routes" up mountains and such.as long as you're fit and not a moron they are fairly safe.

We have one somewhere in Britain that used to be a route to I believe a slate mine , still there & a lot of the public use it , safe as long as 1 of your lines is always clipped on .
