Animal control and inspections

Came home to find a "notice to comply" from Los Angeles City Animal Control they had a complaint and that I needed to call them re: complaint and inspection. The complaint would have come from my landlord. I told the man when I moved in that I had cancer. He had no problem with me at all until I started using cannabis. He has tried get the cops to give me shit over cannabis, but I literally fit the text book description of compassionate use , and my wife went and spoke with a judge for me, she used to be a dr with the health dept. A tiger does not change his stripes, and this has gone on now many years. Guess I am supposed to be a crazy cat guy now or something .
I know a lot of things have changed since 9/11, but this seems really odd to me. I don't even have dogs, all I have are cats. There is not even a law requiring a cat license here. Anyone ever heard of anything like this ? Do I have to "allow" an inspection ? Seems to me that if they had that kind of power, I would have found a big hole where my door once was - not a "notice to comply" taped to the door. Any thoughts or insight ?

you can try and call them to ask what this is regarding. however, i think they have to come out and talk to you and confirm if its happening or not. i would start straightening up soon. they'll be back tomorrow. they have to respond within a set time.

I also got your message. Thank you for writing me and telling me your story. It's exactly why I'd like to get my nutrient bank going for people in your situation. I would suggest asking farmers markets in your area if that would be something they would be interested in starting with you. in time it can expand and grow into a dream!

also, if the complaint is about the amount of cats living there, you can find out about how many animals are allowed in a city dwelling when you call and be prepared to hand over cats. its super sad that these innocent animals might have to pay a price for an ignorant fool. they might work with you though if you agree to find homes and they come back to check. they are supposed to be there to be a mediator between disputes of neighbors and look into abuse. they might report you to the cops so have all your papers ready too or hide your grow well.

My wife had 3. There was a feral colony on the property that I was unaware of when we moved here. The first hot night taught me that there was no central AC here, and that right outside my bedroom window it stunk so badly it was painful. The landlord was worse than useless about it. I found out about the feral cat alliance and the trap spay and release program.
Over a two year period we trapped , fixed and released 14 of them. The last was eight years ago now. There are still six that are alive out of the colony. Three inside , three out.My wife's cats long ago passed away. When we first moved here, I did not know how bad it was right away, because you only really see them at night. There were so many, kittens were being run over, and the females screaming in the night and the place smelled like a litterbox all the damn time. The average life span for a feral is 18 months. That six of them are still alive 10 years later is something I felt pretty good about. I clean up the poop daily, and this place does not stink any more. It looks like there is only one cat that hangs out here now, the others only show at night . I get along with my neighbours well enough that the two that I have spoken with about this have each offered to let me have my cats stay with them if need be over any inspection.
What is reasonable, and who's job is to look in my home and tell me if I pass their inspection ?

take your neighbors help and let them babysit the cats while you're dealing with the animal control officer. if you have three outside then your number of animals should be okay. my place of residence allows 4 animals per city dwelling. tell them you trapped and released and there are 3 surviving members you can't trap. He probably gets calls to places that are horrible and hearing your story should be refreshing and perhaps you can lead him down a different path away from investigation into help my trap these last few animals to release them. less words are better, don't give very detailed facts and tell them what you said in your last post. you can probably even turn it around on the landlord and say that he knew and neglected the colony which is on his property. I think there are laws in place talking about feral colonies and whose "responsibility" is it regarding property. good luck!!!

Just got off the phone with animal control , and came back inside after having spoken with the managers of the two apartment buildings on either side of me. The situation seems to be resolved by a phone call to animal control. I was able to speak with someone that seemed to have a bit of whomp there. One single compliant was logged. It came from my rental office. I was very fortunate in that I was able to actually have a conversation with the person I spoke with. The man in a nutshell told me the very same thing as the nice apartment owners on either side of me.
I was told that is political. After a given number of complaints, one is set up for an "inspection". They can then use that to tag you as a nuisance. That is then used as grounds for eviction . AKA , the old pencil whip. Somethings in life never seem to change. If I lived in the building on either side of me, I would be accepted well , in this one, not so much.
When i moved in I was charged 2.5 times normal deposit , and have been presented with stupid petty crap from the rental office on a regular basis every since. Moral of the story, life is political and be careful were you choose to live.

is there a tenants association where you live? you may be able to contact them and get some mediation between you two.

NORML has a chapter by West Hollywood and Beverly Hills on the sunset strip according to their website. maybe you can give them a call and see if they have advice.
