So can we all light up 400 lights now and sell our excess to the LP like many have been doing for the past 6 months?

I think some LP are laughing, because now they wont run out of supply, as many large scale production sites were to shut down on April 1st, and now they can continue to grow commercial PK and sell it to the LPs at 1200 per lb, so the LP are making big money and only having to middleman to patients for large profit.
These LP can also take advantage of the export market and buy up all the cheap PK they can.

HC must think that all that pot is going to spontaneously combust or something
